Job Description

AECOM is seeking a NEPA/CEQA Manager to be based in Sacramento or Fresno, CA.

SUMMARY:

This role is tied to the California High-Speed Rail Program (CAHSR). As the NEPA/CEQA Manager you'll provide support to the CAHSR by reviewing environmental processes, documents, and permits. They'll work on an alternative delivery contract supporting the environmental needs of the CAHSR Program. The position requires a person who can multitask and work with little supervision. This individual can effectively aid the completion and coordination of environmental management duties independently, while also working cohesively with a large and diverse team.

RESPONSIBILITIES:

  • Provide guidance, recommendations, document review, and schedule maintenance for all environmental clearance documents and processes.
  • Ensures timely and quality preparation of NEPA/CEQA environmental documents.
  • Attends weekly team meetings with various disciplines.
  • Provide the client with environmental status updates.
  • Assists the client in monitoring project scope, schedule, and budget.
  • Provides direction to consultants regarding the client’s standards, quality, and expectations.
  • Works with the client to provide consistency between project sections.
  • Verifies document content conforms with the client’s standards, procedures, and methodologies.
  • Insures the client’s environmental planning is NEPA/CEQA compliant.
  • Gathers, guides, and processes all environmental data/information generated by the client’s engineering, design, operational, and other technical experts.
  • Provides other duties as requested.
  • Attends client and stakeholder meetings.
  • Schedules and/or attends meetings with the client for consultation purposes.
  • Attends stakeholder working group, open house, public hearings, or other outreach activities.
  • Tracks environmental schedule and deliverables against the adopted client environmental milestone
  • Schedule and prepares monthly progress reports on activities.

Qualifications

MINIMUM REQUIREMENTS:

  • BA/BS + 6 years of relevant experience or demonstrated equivalency of experience and/or education

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in environmental planning, environmental sciences, urban and regional planning, geography, or a closely related field
  • Experience with transportation or environmental planning and/or permitting
  • 10 years of relevant experience
  • Proficiency and knowledge of computer software applications such as Microsoft PowerPoint, Excel, Word, and Outlook
  • Excellent attention to detail, analytical skills, interpersonal skills, and ability to multitask
  • Experience with highspeed intercity passenger rail or transit planning
  • Knowledge of: Federal (NEPA) environmental law/process, state (CEQA) environmental law/process, as well as other relevant state and federal laws and regulations.
  • A working understanding of fundamental project management concepts (scope, schedule, budget, etc.).
  • Ability to work independently, problem-solve through creative processes and establish partnerships with project management, client representatives, government agencies, and other organizations.
  • Ability to analyze and review documents for consistency, clarity, and content.
  • Ability to present complex technical information in an easily understandable format and context.
  • Ability to function well in a fast-paced, changing environmental under demanding deadlines.

  • The offered rate of compensation (California locations only) will be based on individual education, qualifications, experience, and work location. The salary range for this position is $110,000 - $149,000.
