MAJOR FUNCTIONS
Technical Geographical Information Systems (GIS) work analyzing all aspects of GIS data for the Board of County Commissioners (BoCC). Provides technical expertise in GIS solution development, data analysis, feature class design, SDE and file geodatabase maintenance, documentation, and ongoing support for GIS client applications.
ILLUSTRATIVE DUTIES
Highly technical position coordinating all aspects of the Board of County Commissioner's (BoCC) Geographic Information System (GIS) design, implementation, quality control and functionality.
Principal areas of responsibility include Designs and implements GIS analysis and mapping solutions and other technical work related to the GIS. Preparation of documentation for programs and processes. Performs field data collection as needed using Global Positioning System (GPS) collectors. Update and maintain map series and related coverages using ESRI ArcMap. Responsible for creating, maintaining, and the electronic storage of files and maps. Respond to Public Records Requests.
System Development: Performs technical work creating and maintaining GIS solutions and related documentation. Creates test data and evaluates test results. Responsible for system development consisting of system design, implementation, and support. Provides technical expertise in all phases of program and data base development. Develops standard operating procedures for all GIS activities. Responsible for writing Python scripts to automate processes. Use ArcMap software and Python scripts to interface GIS datasets to meet customer’s needs. Work with users in defining needs and other program requirements and explaining system usage.
Maintain Knowledge of Customer’s Applications: Maintains an in-depth knowledge of the clients GIS application. Maintain and enhance current knowledge of system commands and functions, coding methods and operation requirements and attend education courses as required.
Training of Customers and Staff: Trains employees and clients in the proper usage of GIS systems. Provides technical GIS assistance, guidance, and training for customers.
GIS Data Maintenance: Responsible for the maintenance of data within the ArcGIS SDE databases, which includes, but is not limited to, converting data from various sources (surveys, aerial photographs, plats, construction plans, as-built drawings, etc.) for entry into the database. Assist GIS Technicians in developing, entry, QA/QC, and processing of feature class data.
Project Coordination: Responsible for performing systems analysis, design and implementation on small GIS systems. Arranges and conducts meetings with customers to determine application needs. Develops time/cost estimates.
Performs additional related duties as required. Completion of educational course as required. Position may require travel as needed.
KNOWLEDGE, ABILITIES AND SKILLS
MINIMUM QUALIFICATIONS
Graduate of an accredited Community College, or possess an acceptable equivalency degree, and have a minimum of three (3) years GIS mapping/analysis experience which includes two (2) years ESRI ArcMap experience.
Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.
A comparable amount of related training, experience and education may be substituted for the minimum qualifications.
SPECIAL PREFERENCE
Prefer candidates with land use, utilities, planning, transportation, and related local government experience.
SPECIAL REQUIREMENT
This position may be required to report for work when a declaration of emergency has been declared in Polk County.
